A federal judge in San Diego has ordered the US State Department to reopen registration for the 2027 Diversity Visa Lottery, potentially restoring a pathway to permanent residency for thousands of people worldwide after the programme was delayed.
A federal court ruling has brought renewed hope to prospective immigrants seeking to build a future in the United States. US District Judge Jinsook Ohta issued a preliminary injunction directing the State Department to move forward with the 2027 Diversity Visa programme, commonly known as the Green Card Lottery, which provides an opportunity for eligible applicants from countries with historically low levels of immigration to the United States.
Under the order, the department must publicly announce the registration dates by midnight on October 15, 2026, and provide an application window lasting 30 days. The announcement must also explain the registration process, identify the official website and outline the eligibility requirements, according to Courthouse News Service.
The Diversity Visa programme makes up to 55,000 immigrant visas available annually, offering selected applicants the opportunity to pursue lawful permanent residency in the United States. However, selection in the lottery does not automatically guarantee a green card; applicants must satisfy all applicable eligibility, documentation and immigration requirements.
The 2027 registration period had remained unannounced despite the programme’s established annual schedule. The delay prompted a legal challenge from Red Eagle Law, a California immigration law firm that argued the government’s failure to open registration effectively prevented eligible individuals from participating in a programme established by Congress.
The court’s intervention represents a significant development for prospective applicants who had been waiting for official instructions. The ruling also requires the government to accept qualifying electronic entries during the designated registration period and process selected applicants under the programme’s applicable procedures, subject to the court’s order and legal requirements.
The Diversity Visa programme was established under US immigration law in 1990. It is designed to promote diversity in immigration by providing opportunities to eligible individuals from countries that have comparatively low rates of immigration to the United States.
For many applicants, the programme represents a potential opportunity to pursue employment, education and long-term settlement in America. Nevertheless, the limited number of available visas means that competition remains substantial, and successful applicants must complete several additional stages before receiving permanent residency.
Prospective applicants should monitor official announcements from the US Department of State for confirmed registration dates and instructions. Entries must be submitted electronically through the designated government website during the authorised period. Applicants should avoid unofficial websites and individuals promising guaranteed selection or visas.
The court’s decision marks an important step towards reopening the delayed programme, although applicants should understand that the registration announcement and subsequent immigration procedures remain essential to determining who ultimately receives a visa.
With the deadline for announcing the registration period set for October 15, attention is now focused on the State Department’s next move. For thousands of people around the world hoping to establish a future in the United States, the coming announcement could determine when they finally get an opportunity to enter the 2027 Green Card Lottery.
